The safety boundary is the same
Both plans are read-only. Neither plan removes users, changes groups, changes permissions or asks for a password or token. Pro adds review depth and control over assumptions; it does not turn License Radar into an IAM shortcut.

Free is for learning the signal
Free gives an administrator a useful first look at whether the available Jira evidence deserves further review. It is intentionally bounded: the fixed threshold and top-candidate limit make the result easy to understand without pretending to be a complete inventory.
Pro is for running the process
Pro is for teams that need to analyse the full available inventory, change assumptions, keep decisions, prepare a CSV, protect known exceptions and return before renewal. Current prices and entitlement status are managed by Atlassian Marketplace.
